"Dear Councillor Millican
As you will recall, I and a number of other residents of Lavington Road and Lancaster Gardens recently had some correspondence with you about the Ealing Dean CPZ. I am sure you will also recall that we did not find your answers particularly satisfactory.
We have not given up on this issue, and I should be very grateful if you could provide answers to the five specific questions set out below. I accept that you may need to consult colleagues or Council officials on some points, so I do not expect an immediate response.
Please be aware that, depending on your responses, a copy of these questions and your replies may be made available to the local media.
1. The consultation questionnaire issued in February/March 2007 identified a Core Area of Parking Concern that covered the streets included in the CPZ as implemented plus Lancaster Gardens, Lyncroft Gardens and the southern ends of Lavington and Loveday Roads. In the light of responses received, the original proposal for the Ealing Dean CPZ (as put to the Ealing Area Committee in June 2007) recommended
that:
- the CPZ should include all the roads in the Core Area except Loveday Road, Lancaster Gardens and Lyncroft Gardens;
- those three roads should be reconsulted ‘informing them of the Committee’s recommendation and the likely parking effect on those new roads’; and
- Mattock Lane from Culmington Road to High Street, Ealing should be reconsulted.
Can you please explain why, in the light of this, the southern part of Lavington Road was excluded from the CPZ and why the second recommendation above was rejected, whereas the third was accepted (and subsequently resulted in the inclusion of this part of Mattock Lane in a CPZ)?
2. The Review of CPZ Policy carried out earlier this year states (in para 1.2): "The aim of this review is to build upon, refine and streamline the current procedures in use by the London Borough of Ealing. This includes speeding up the process, removing unnecessary stages and building upon the already successful approach adopted." One way in which this will be achieved is to speed up the review process following the implemetation of a CPZ. In para 4.2.4 it states: "… a new method of consultation is being proposed to help reduce the requirement for a full review."
Can you please explain how this ‘new method of consultation’ will
work?
3. In the light of the points made in 1. and 2. above, and in view of the very large vote in favour as expressed in the petition presented to you in September 2008, will you please reconsider your refusal to extend the current CPZ to Lancaster Gardens and the southern part of Lavington Road ahead of any full reconsultation of the whole area?
4. The Review of CPZ Policy states in para 4.25 that "The final CPZ area will be reviewed and reconsulted within 12 months of becoming operational…During the review all the remaining roads in the outer area…should be given another opportunity to become part of the CPZ."
Can you please confirm that the Ealing Dean reconsultation will be included in the Review Programme for 2009/10 and will take place before July 2009 – within 12 months of becoming operational?
5. If the answer to Question 3 above is ‘no’ can you please confirm that the extension to the Ealing Dean CPZ will be included in the New CPZ Programme for 2009/10, in view of the absolute certainty that in the reconsultation some streets in the ‘outer area’ will vote overwhelmingly in favour of becoming part of the CPZ?
